I heard back from NSF today. Unsurprisingly, my proposal did not get funded.
Two of my reviewers thought my proposal was good ("enthusiastic," one wrote) but needed more detail (in my limited-to-two-pages proposal. Do they KNOW we only get two pages??). One wanted me to do spatial analyses of disturbances in the Gulf (there may be some merit to that, but can you say "that's an entire PhD project in itself"? I knew you could!). The fourth was polite but plainly didn't care for the project at all, which is sort of luck of the draw as far as reviewers go.
Overall the reviews were complimentary, so I can't complain too much. This was a long shot and I have tried not to get my hopes up - these grants are VERY competitive, and I don't attend a big-name school, or anything. I'm disappointed nonetheless, but at least nobody said "YOUR PROJECT IS CRAP, KEEP YOUR DAY JOB."
